C. Joe Williams is a former City Councilor from Tulsa, Oklahoma. He was first elected in 1994 and served five terms before deciding not to seek re-election and stepping down from the post in 2004. During his tenure, Williams was elected in 1997 by his Council peers to serve as Council Chair becoming the first African-American in Tulsa history to serve in this position. Before being elected to the Tulsa City Council Joe Williams was President of the Tulsa Branch of the NAACP (1989-1991) and First Vice President of the Oklahoma State NAACP (1989-1994). Joe Williams graduated with distinction and Magna Cum Laude from the University of Oklahoma in 1979 with a Bachelors of Business Administration (BBA) degree in 1979 and was selected to Beta Gamma Sigma (National Business Honor Society) and the National Deans List of Outstanding College Students. He was also a Letterman on the OU Varsity Track Team which won both the 1977 and 1978 Big 8 Conference Outdoor Track Championships.

Joe Williams is retired from ONEOK / Oklahoma Natural Gas after 36 years of combined service. Joe and his wife Kathy have 3 adult children and 10 grandchildren. He attends Metropolitan Baptist Church in Tulsa where the Rev. Dr. Ray Owens is his Pastor.
